Sir:-

I have the honour to acknowledge receipt of your

Excellency's Note of the 29th September last stating

that you had instructed the Nanning Tactal to inform

me of his action with regard to the "Chit On" piracy

case.

I have already requested him three times to for-

ward the depositions taken of the arrested pirates,

Chang Shih yi and Wu Ch'êng chi. Although you also have

instructed him to do so, I have received no communica-

tion from him. It appears therefore that his deliber-

ate intention is to take no notice of the case.

I take the opportunity of observing that Chang

Shih yi was so cruelly tortured after arrest that he

bit his tongue through, and died when being conveyed

from Yung shun to Nanning. In view of these facts I

have the honour to state that the Nanning authorities

have not acted to my satisfaction in the case.
